Each year, QUILL Learning Network prepares three Literacy Service Plan (LSP) reports in collaboration with Literacy and Basic Skills (LBS) programs in Bruce-Grey, Huron-Perth, and South Georgian Bay. The reports use information from service providers, labour market research, and other sources to guide the planning and decision making of adult upgrading programs and create a coherent and seamless learning system that is responsive to the needs of the community.
